Ok, If someone informed you that your 11 KV power line anyhow touched the ground then there are few things that you should do as an electrical in charge.

1. Keep a safe distance from the fault location and cable.

2. This fault can happen from two sides. First, this type of fault can happen before 11 KV line reaches you substation and second after reaching your substation. If it happens before 11 KV line reached your substation then there is nothing you can do by yourself. Because you don't have access to the nearest grid substation from where your 11 KV line distributed. In this case, you must call the emergency number to the electrical supply company and request them to shut down the distributing line for this fault. Now if this fault happens inside your substation those procedures you can perform.

2.1. Normally substation equipped with ABS, ACR, Isolator, and VCB for HT side. Now find the faulted location. If the fault location is between ACR, and Isolator then just disconnect the ABS manually. Again if the fault location is between Isolator, and VCB (Before Transformer) then you can just disconnect ACR. But remember your safety and read this article for Step Potential and Touch Potential

2.2. Now think yourself that, you can repair the fault by your stuff or you should call the electrical supply company.

If you have any question regarding this matter you can ask in your replay.
